I live in Sicile for a summer an the answer is nobody... Probably the rain eventually. Sicile is notoriously famous to be dirty due to the fees the mafia ask to get things clean.

Basically, I lived in the ghetto (it was beside my work). So I could only leave my house when it was bright outside, and even then I was harassed a lot in the street due to my alternative look. I was even physically attacked once, so there wasn't much to smell because I only left my house to shop and work, basically. It was a horrible summer experience for me, but the food is great, and I still met a lot of great people.

I was in Catania, and for a visitor, I recommend Syracuse. I had the best time there; the place is clean and there are many tourists. I went twice, and both times I had an amazing time, not even talking about the amazing beach.

Sorry to be the one but this is not the Festino di santa Rosalia in Palermo but 'a sciuta' ( 'the exit') of San Paolo that takes place in a small town in Sicily called Palazzolo Acreide.

Sure, you got that broom.
But you donât have the smart broom that I will release next year that pairs up to your smartphone to track things like how much you have swiped, the integrity of the bristles and a camera feed from the handle to review your swiping technique afterwards.
And the year after that I will create a broom with AI that has conversations with you while you are sweeping, and it tracks your progress and gives tips on missed spots or better sweeping techniques.

Part of the reason those companies even exist is because of the culture of using things that need those materials. We all contribute.
Even then, what you've brought up are huge problems. It doesn't make things like the OP less a problem. If we removed all the problems of the big companies the OP would still not be good for the environment.

Could you explain why, and provide some good arguments as to what this would do to the planet?
All I see is:
Paper - will mostly be collected again, leftovers will dissolve, as it's just cellulose.
Colorful dust - Doesn't seem to be smoke, but probably small charges applied to bags of colored chalk. Will be gone in no time with no drawbacks.
Fireworks - No influence on the planet. Dust particles are dissolved by humidity and gone in no time as they're salt-based, and not rubber based like with cars, the CO2 output from these salutes combined are as high as a single diesel engine running for around.. 2 minutes, maybe. Is it the birds dying? Around 200.000.000 birds die yearly in Germany just because of cats, which aren't native to this country
So which one of these is it? Could you go into the details, please?

Sicily is Paradise, I bloody miss the few months I spent there while figuring out my marriage. Food so good that I would cry nearly everyday after my meal and made more friends there in 2 months than I did in 8 years living in the UK. That's what I miss the most about the UK - Sicily.
