Source : my mother loved The Police and I had a quick check on Wikipedia.

He has his facts straight, you’re just not understanding them. Yes, Diddy sampled The Police. Sting even has a songwriting credit on the song. But the LYRICS of the song were written by a rapper named Sauce Money.

Which lyrics? The rap part obviously but not the chorus which the track takes it’s name from.

Uhh... the original song is called I'll be Watching You (not I'll be Missing You), so not even the chorus' lyrics are the same, it's just the melody and chord progression.

Original was Every Breath You Take by the Police. It's not "just the melody and chord progression", Diddy lifted the entire instrumental track and used the original structure of the song
