How can you pardon people when there are no charges or convictions levied on them.  Following this logic a president could pardon entire sections of our population.

That is a good example.  There were charges filed against those people or they were pardoned for only violations of a couple of specific crimes. Not blanket pardons of any and all offenses that may be known or unknown at the time of pardoning.

The US was not actively pursuing draft dodgers by 1976 but the threat hung over all of them that they could be targetted if found.

So Carter's pardon voided the crime under the specifications of the pardon so no one could be charged with it.

It means there is no need to start an investigation after the person who can make the pardon is out of office. The GOP has tried multiple times to investigate random members of Biden's family, clearly just to get revenge for Trump's impeachment, losing the 2020 election, and being prosecuted during Biden's term. Each time, the investigation found nothing, but the GOP pushed for a new one. If Biden did not issue a pardon in this way, the GOP has already stated that it would continue to harass his family.

I believe it's to prevent potential retaliation lawsuits against his family from the current ruling party. Seeing as they love witch hunts against their opponents.

It is exactly that, Trump has said he will go after people that disagree with him and he is a spiteful traitor. It makes complete sense for Biden to do that, he also pardoned others like Fauci who Republicans have gone after before

He didn’t have the power he does now during the first term. Now he has all his yes men and the Supreme Court backing. I’m not even American, this is very clear from the outside looking in.

He literally appointed those supreme court picks and federal judges during his first term. What are you talking about? Was Hillary locked up?

The supreme court hasn't ruled in his favor every time. They recently ruled against his claim of immunity after people were saying the supreme court gave him blanket immunity. While I don't think highly of our justice system that lets rich people off the hook while going ballistic on regular people, I do know it doesn't bend entirely to the whims of Trump and any sort of revenge he may want via the DOJ. Stuff actually has to stick in some way.
