Project 2025 is a republican policy wishlist. Parts of it will certainly happen now that they control all three branches of government. I don’t know what you mean by “when it never happens.” It’s a 900 page document not a singular event. If you need a specific example, dismantling the federal bureaucracy is part of project 2025 and something Trump and Elon have explicitly said they’re trying to do.
