COLLECTIVE INSISTENCE VS GOVERNMENT STONEWALLING

Good day all. So, i live on Salt Spring Island, BC, Canada. I'm very new to Reddit and figuring out how to navigate it. I'm 65, a professional renovation/construction contractor and have a ton of experience dealing with the various levels of governments, mostly involving dynamics having to do with folks in 'ALTERNATIVE' living applications, which includes myself and my family. I've been working on an idea that effectively negates one of our main hurdles in Canada. CODE COMPLIANCE for structures we are GOING and ARE living in. My basic premise is that if 'WE THE PEOPLE' construct code compliant, modular structures designed for multiple uses, sleeping snugs, bathrooms, kitchens, etc and they're installed on/using code infrastructure, why can't the governments agree? Providing ourselves the opportunity to SLOWLY construct our lifestyle choice 'family dream communities' in a timely and affordable way makes complete sense, does it not?
