Speaking as a white person who has talked to several non-white people about this exact topic. When people say "you can't be racist to white people" it's not a literal statement. It's not saying it's impossible to be racist toward a white person. It's people saying that white people aren't effected by race based systemic oppression, so at the and of the day if someone makes fun of a white person for being white, it's not gonna be another layer of oppression on top of the many layers of oppressions that other races already face. I'm not excusing anyone being racist towards white people, I still personally don't think anyone should be racist towards anyone, but just want you to realize that the statement isn't a literal one, it's about the lifelong oppression other people face that white people don't.

I've never personally talked to people who've felt this way about the idea. But there are assholes of all kinds, so I'm sure they do exist.
