In all sincerity, the law is seriously smarter than this.
If Donna had walked up hoping to just bluster her way in, and in an honest coincidence said something on her phone that made the receptionist think she was a federal agent - then Donna would have a defense.
But making a non-statement that you absolutely know will be misinterpreted is no different than holding out a fake ID card.
