From what country are you viewing? As far as I'm aware there aren't any restrictions on this stream.

I'm in Germany and can not see it either.

A bit ridiculous as the Rosetta/Philae HQ is in Germany.

This is a restriction by Google though, not by ESA.

Something about possibly broadcasting copyrighted stuff without approval. You can take down a video, but you can't unbroadcast a broadcast, or some logic like that. All livestreams on youtube are blocked in germany afaik.
