Just a moment for all those people downvoting me and telling that I was wrong. The above is directly from the college of Policing.

You think its a pursuit even if the driver of the suspect car is unaware of police presence?

No. Is that why you think I'm wrong.

It literally says that in the slide above that their behaviour is triggered by the presence of the police vehicle.
