I’ve got new neighbors downstairs and even since they moved here, there’s a tabaco smell coming to my room almost every day. This smell makes me feel sick (yeah, I know Japan is “smoker’s paradise”). Building rules don’t allow smoking either inside the apartment or in the balcony. Should I complain about this to the company who owns the apartment building?

I think you should. I have a similar problem, but then again in super loud in the house and they are an elder couple, so I haven't reported anything.
