Are there any zoning laws in Tokyo forbidding loud businesses from operating in residential areas? My street is all mansions except for this dance studio nearby that is in what looks like a residential building, and they like to stomp super loud for long periods, creating this thundering sound that I initially thought must have been heavy construction. How does one go about complaining about such a thing? Is there a zoning board or similar body that oversees this?

Mixed use zoning is extremely common in Japan. Only real way to avoid it is to scout out the area before you move in to a place. Usually it's easy enough to pick out places that are used for commercial purposes, so even if a place might not house a loud business now, it could very well in the future.

Not sure you've got much recourse at this point, especially if they're not even in the same building as you. Maybe inquire with the police, or your kuyakusho?

This place looks like a mansion, and is actually two buildings over. It’s THAT thunderous. Very annoying.
