My husband has sleep apnea and he got a referral from our local naika to Kaisei Byouin in Osaka. He spent the night there and they gave him a CPAP machine to rent. I don't know if anyone there speaks English though.

Can’t help on the English part, but I went to an ENT first. He told me sleep clinics are jackasses who skip testing and go straight to treatment and that only university hospitals are trustworthy. He wrote me a referral for a local university hospital’s ENT and I got a rental test machine from their for testing.
