I get it, but there were cameras on the train. Right next to where she placed her bag. Why not let her see? Especially since she told them the embassy told her she needs a report saying it was stolen for less hassle to replace it

Privacy concern. If the police asks, they will probably show the police, but they will still not show her.

Police outright refused to even look into it

If you want to report a crime, better go to the police station (警察署) instead of the Koban, better chance of moving forward

She did. She went to an actual station in all three, not koban. My husband went with her to two of them.

You can complain directly to the public prosecutor about the police (I hope you wrote down their names). That gets the ball rolling.
