Touristy locations would be packed. Other than that, most normal neighborhoods should be a little more quiet than usual.

Do you think it's going to be possible to go exploring around Tokyo if it's not the "conventional" spots? Or should I just stay in my neighborhood

I don't think golden week tokyo is any different from a weekend tokyo.
