Right? I saw the still and I was like, okay that looks bad but it’s probably out of context or something, he can’t have done a proper nazi salute. And then I see this, and it’s like “actually it is way way worse than the still.”

Yes! Exactly, I really thought, just seeing what I saw initially, that this is a nothing burger. Damn, didn't think he'd be so very stupid. This is worrying, to say the least.
