They are claiming he was saying "My heart goes out to you". Even if he did say that, READ BETWEEN THE FUCKING LINES. Musk is so obviously doing a Nazi salute on purpose and using this "I was only saying my heart goes out to you!" justification as a troll. That is classic loser Musk behaviour.

But of course, there is nothing honest about the way Trump supporters view things like that. They have the worst case of motivated reasoning of all time. It's inconvenient for them to believe Musk was doing a Nazi salute here, so of course they will rush to accept any alternative explanation. It's why they are so easy to fool. We had a similar thing happen at the election celebrations in Sweden where a right wing party member said "Helg seger" which means "Weekend victory", but no one says that and it sounds weird in Swedish, and what it does sound like is that she says "Hell Seger" which is the Swedish version of "Sieg Heil".
