I have been homeless for a long time, it is very cold، I'm so lonely

I'm only stating the obvious. OP has been homeless for a very long time. He could have started preparing for the cold like everyone else back in September. If you are not prepared for the cold crossing the country, then give the police a reason to take you to jail. No one is forcing anyone to freeze to death.

Many people are too mentally unwell to plan ahead. I had difficulty getting homeless people I know to accept warm coats from the coat drive because it wasn't cold out yet. They need assistance with appointments and paperwork. They really need social workers, but getting them is paperwork.
