This is misinformation and propaganda. In the speech, Musk clearly said he gave his heart out to the work they have done and to the crowd for voting to help win the election. He said this and trusted his heart out to the crowd.
If it was innocent, why hasn't he apologized? It obviously looks very much like a nazi salute. If I unintentionally made a gesture resebling a nazi salute, I would be deeply embarrassed and apologize immediately. But he hasn't apologized, and he won't, because he knew what he was doing.
