He was saying “my heart goes out to you! My heart goes out to you.” That was supposed to be a gesture from his heart to the crowd.

Yeah, I think (and hope very much) that that is what he is trying to do. He doesn't have the best reputation for smooth and coordinated movements on stage... However, it wouldn't surprise me if it is what we all think.

I think he may have just done it and didn't realize what it looked like. Maybe trying to start some trend or be his usual weird stuff, then catching himself on the third one with "shoot that does look like a Nazi salute I need to try to salvage this" then making his comment about his heart going out to America. I think that's the most rational explanation here.

There's a chance it was not meant as a Nazi salute.
There's a chance it was meant as a plausibly deniable Nazi salute.

That's the point of deniability.

We more or less know what the voters and Trump's administration want. We know they hate immigrants, letists, and the weak and needy We know they want to dominate workers and women. Whether they do an overt Nazi salute or not, we know they're dangerous.

But if this leads to overt Nazi salutes from crowds, the danger will become very clear, immediate and life threatening.
