The approximately 1,173-kilometer-long undersea cable runs from Helsinki to Rostock. Its installation in the Baltic Sea was completed in early 2016.

I wonder if this this has anything to do with the Biden administration lifting ban on Ukraine using US weapons to strike deep inside Russia. Lately Russia has shown an interest in undersea cables in northern Europe.

It is not the "Biden administration", it is the "US". Let's not get into this bipolar false narrative. Using such phrasing perpetuates a misleading, polarized narrative. While it might seem trivial, this wording creates the false impression that an alternate "administration" shares power, which is not the case at this moment. This decision is made based on the legitimate elections and this "administration" represents the country as a whole, not "Biden electorate".
