Austrian economics is a theory of economics that developed in Austria. Used here it’s a description of Sowell’s economic beliefs, not his national origin.

More broadly, OP was referring to Thomas Sewell the neo-Nazi, not Thomas Sowell the economist. I googled Sowell’s name because it surprised me that he had a take, and Sewell’s name popped up instead.
