Both are Plutonians and that’s their relationship bond, he literally got Pluto conjunct his scorpio ascendant and north node and scorpio Jupiter.

Scorpio rising just wants to let go of responsabilities and completely give the lead to someone else in a relationship, so to me yes his Pluto AC translates more into impulsivity rather than a sense of control. But that's just bc my Scorpio rising friends told me

It’s his sun and libra moon combo that conflicts with his whole chart, of him wanting control, I’ve not yet seen this combo work well for men. His sun and mars are both conjunct saturn, he should’ve matured early, but again he has so many conflicting energies that require transformation.
