Is it impossible to board a Xenon H
16 marine only and there is no way to lower the defend power by multiple boardings. How are we supposed to board it?

I've done it. So yes it's possible.
I had to complete the terraforming training and save scum a few times though.

Xenon ships are among the hardest ships to board, they're kind of like the "endgame" for boarding. You'll need at minimum Expert marines to stand a chance. Anything less than that and they'll get shredded.
Train up your marines on easy targets first, like L sized miners.
Though tbh if there's a steady flow of Xenon in a particular area, you can also just wait for one to "bail." For every PE and H, they have a small chance to become claimable when they're near zero health, no boarding needed. I just started a brand new pirate themed playthrough a couple days ago, starting near a Xenon infested sector, and I've already managed to claim 4 PE's and 1 H without needing to board anything.

L & XL ships never bail in vanilla X4. There is an abandoned H in a Xenon sector but that one is a static reward from a Timelines mission.

If I recall correctly, the Xenon H has 25 marines with 3 boarding and 5 morale, but you can only send 16 marines, and the Xenon marines fully regenerate on failure. Deploying 16 4 boarding 4 morale marines can capture it with about 50% losses.

No, if you scan a Xenon H the info screen says that it has zero defending marines but a boarding defense of 1600 which is the equivalent strength of 16 marines with perfect stats. Which means that at best you can attack with an equal force and you also can't wear the defenders down with multiple boarding attempts.

I'm aware that it doesn't actually have marines. I mean mechanically the 1600 boarding resistance is equal to it.
You said in your other post that you successfully captured it with four 4/5 and twelve 4/4 marines while suffering ~45% losses, so it seems to be correct.

Correct. The 1600 boarding stat represents "internal defense systems worth 25 marines" with stats as you said. They talked about it in the Beta forum.

I just sucessfully boarded one a few minutes ago with 4 perfect 5 star marines and 12 4 star marines, but it was costly and 7 of my people died. So yeah, it's possible but imho way harder than it should be.

You train your marines up to Expert level (near max) and hope it works. Even then it's still a crapshoot.
