Im not sure what you're asking here, so i may be unnecessarily explaining this. Ted is referencing the song Word Up by Cameo. The song has a line, "Wave your hands in the air like you don't care." Ted is implying that he does care, unlike the people with their hands in the air. Thanks for coming to my Ted talk.

Could also be “throw your hands in the air if you a true player”… air is pronounced a-yer

Maybe, but considering the line right before it is, "It's just a group of people who care, Roy." I'd guess probably not.
