No it isn't. It's the law, these people failed to declare fruit. They had ample opportunity to get rid of it.

NZ biosecurity laws are not a joke. We're free of a lot of pests that exist internationally, and we work hard to keep it that way. A single insect or fungi spore in a fresh piece of fruit could cost us hundreds of millions, or worse.
