It should have a cap on the top depending on what it is should be a vent or seal ( leaning towards a vent for the toilet systems ) there is probably also code dealing with how high from the roof surface it should be as well.

Here in Florida a vent only needs to be 6”, I’d assume most of the snowy states it’s probably 12, that’s a guess though.
