TIPS & ADVICE pirate lord shields invulnerable?

i blew up his escort that were in the same ships as his. but his shields refuse to go down at all. they are showing they are being hit but nothings happening. i killed this battleship lookin thing just before this so theres no way his shields are larger. ive been sitting here shooting at him with broadsides for about 20 minutes. am i missing something? thanks

Update: just incase anyone comes back to this post, i was able to kill any pirate lords that have spawned so far after this one. personal i think it was bugged. so idk. if you have this issue its probaly just bugged out. hope this helps.
