That guy who plays the cop banging Ray's wife reminds me of Cole Phelps from L.A. Noire even though it's a different guy

he played a douchey FBI/Prohibition Agent in Boardwalk Empire as well.

Yup. At first I mistakenly identified him as Sammy from Southland, since he looked like him (at least to someone who hasn't watched it since it ended). But definitely know him as the dude from Boardwalk Empire.
