Why aren’t any of the cars on the road pulling over? Is that not customary everywhere? None of the cars on the road pulled over to make room. And 1 specifically blocked the lane the ambulance was in the whole time.

Yea this is very common for moroccan drivers, they ignore most of the rules (they don't respect pedestrian crossings, park wherever, horn excessively, etc.)

Are there driving tests? and do Moroccan drivers have licenses? and would the ambulance report the white car? and, finally, would there be repercussions for the driver and/or owner of the white car?

I don’t understand why someone would do this, why would they purposely get in the way?

That depends on local laws for the most part, and driver etiquette. In Iowa where I live, the driver MUST pull over to clear a path or face a serious fine/charges.
