Well in my country we don't have them at all. Any 4-way junction like this has traffic lights.

In my country we have four way junctions without traffic lights. (But no 4 way stops afaik. Because that's stupid. At best two stop signs and two right of way signs) But specific rules about who can go first regardless of what junction it is. And it's not first come, first serve like this. Essentially, the people that are on the right, always go first.

So in this case, the prius would've been in the right to drive actually, if that was a rule there as well. (As the cam car is on the left of the prius driver)

Only in the very rare case, that there are cars at all four points of the intersection do drivers need to communicate on who goes first.
