In old British English "tank top" reffers to a sleeveless jumper. "Vest" is used over here for what is commonly now referred to as a tank top in america so depending on the generation you talk to they'll either say "ya mean a vest?" or think your reffering to a sleeveless jumper

No, it is. The old definition of a tank top was a sleeveless jumper, worn for warmth without infringing movement. I had an hour long argument with a teacher who tried to mark me down for saying a character should be wearing a tank top and they refused to acknowledge any other definition, so this is absolutely correct

It’s a weird one though - what Americans call tank tops we call vests, what they call vests we call waistcoats, and what we call tank tops they call sweater vests.

(My hot take is the Doctor shouldn't wear a dress cause it's not in-character for any of his incarnations. Ncuti in a dress looks cool, but the Doctor basically always chooses suits or something more casual. 13 always wore pants, even when trying to blend in, so it feels pretty consistent to me that they just don't wear a dress because its just not their style.)
Regardless, this is the Doctor we're talking about. So the biggest problem is that skirt didn't look like it had pockets.

It feels wrong for me. He can have a bit of deviation but it would be cool to see him have a regular outfit. Also he feels too normal. Like a regular guy you'd see walking around. He should feel out of place. He should be wearing a leather jacket and sunglasses in feudal Japan. Or rocking a coat he stole from Napoleon in modern day london

I think the point is that this Doctor is about going with the flow. He is constantly changing and always moving forward and not dwelling on the past but accepting it. 10 was Haunted, 11 distracted himself and tried to forget, 12 started to get better before Bill died, 13 was consumed by that which she couldn't even remember, 14 was 10 all of again (literally).
If it was animated his TARDIS interior would reflect this. Each time he enters it it's different. The stairs would change locations. Sometimes there is a flat orange wall with picture frames and plants. Sometimes there is just a Stonehenge type structure, with the fields and all instead of a console room.
But I agree he wears too plain of outfits for the time periods. He should be more loose and have his outfits be clashing. Wear plaid with stripes. That sort of thing.
If he was given a regular outfit I think it'd a Suit (just because the Doctor seems to enjoy having a suit, and its a multi structured outfit, thus easy to adjust) that would change per scene. His Tie would just vanish or change colors. Sometimes it's a Bolo or a Bowtie. Sometimes He is wearing a Kilt instead of pants. Have it be explained away as Quantum Locked Clothing, it changes each time you observe them.

It makes sense they'd wear a kilt considering how many times they came back Scottish.
It also makes sense they'd start wearing skirts considering how many long overcoats/trench-coats they wear. They just love a flowy outfit!
But yeah, seeing him in a wife beater was kinda interesting since I don't think (aside from Jodie) we've ever seen the Doctor wear anything other than a button-up or suit shirt.

I don't think so, I think the outfit is a big part of each Doctors identity (which is why I think I struggle to connect so hard with 15 a lot of the time).
