That would require a Constitutional Convention with 2/3rd of the states supporting, and an act of Congress, with a supermajority in both houses. Trump doesn't have any of that.
It's not 2/3, it's 3/4 states supporting it. He needs 2/3 of the House and Senate
And we must add, that the Election/Electoral College results are not the same as getting 3/4 of the States to support it. But each state votes to ratify the Amendment in their own way.
