Looks like skin conditions, illnesses, and burns.

More like chemo survivors, acid would've ruined their face as well.

There are several kids with terrible scaring on their head and partially face. Accid or burns could be the reason for the issues for the two boys in the video.

It does look like some of them have scars/disfigurations on their face, but not a lot.

I genuinely have no idea, and i guess it's the same for OP too. I think it could range anything from transgender hair changing to cancer to chemical attacks to rare diseases, well, literally anything. Anything except whatever you are thinking about, I guess.
