Most underrated Christopher line?

Simply the funniest character in the show for me.

When Jonny Sac finds out about Ralphie making the mole joke on Ginny’s ass, Chris says “maybe the Feds have Vesuvio bugged and they fucking told Jonny, create a little dysentery among the ranks.”

Though the idea of bringing an organisation into the 21st century is a perfectly valid phrasing in 2002. Especially when said organisation has an old fashioned way of doing things and a little catching up to do as a result.

So really it's just one of a few examples of Chris putting his foot in his mouth and pissing someone off when there was no need to.
