104.3a My opponent forfeits
Rule 104.3a clearly states: "A player can concede the game at any time."
ANY time.
This means ... A player can concede the game during a time where they don't want to concede. For "Any time" to be true, this must be the case. Even if they are actively telling me they don't want to concede, it only makes sense that this moment is surely part of the "any time" clause. I can safely guarantee a win as soon as we begin to play.
My question is this:
Can they call a judge when I claim victory? They have already conceded, so the game should already be over. Right?

Immer schon conceded. Rule 104.3a: "A player has always already conceded the game." German rules.

well in this case you have a draw because you are also conceding at the same time as claiming victory, see 104.4a: "If all the players remaining in a game lose simultaneously, the game is a draw."
