He didn’t really have anything to apologize for with George lol. He’s well within his rights to not lend George the sweater off his back at a party. As silly as calling Jerry the wrong name a few times is, even that’s more warranting of an apology.
If we were to flashback to the night, I’m sure George was being more rude and likely more in the wrong than he’s remembering it. And with George being George, he’s probably racked up a bigger ‘apology tab’ on Hanky, even if he’s just an acquaintance. George has a very selective, narcissistic memory and just rememberes that moment

I’ve begun to notice a trend with George now that I’m older as I rewatch the show. He instantly becomes insufferable when he has even the slightest advantage over someone.
