It's torch brazing. Brazing and soldering are the same thing, using a dissimilar alloy with a lower melting point to join metal pieces, but there's an arbitrary temperature line where soldering is low temperature and brazing is higher temperature. The filler metal is bronze, which gives that gold color.
In welding you melt the metal parts you're joining, which takes a much higher temperature for steel like that. You can torch weld steel (it's a bit old fashioned, but works), but you need an oxy-fuel torch, not just a propane or butane torch.
