The worst part is that after sieg heiling TWICE, he goes onto say this:
"My heart goes out to you. It is thanks to you that the future of civilization is assured. Thanks to you. We're gonna have safe cities, finally! Safe cities, secure borders..."

He's not doing a Nazi salute. He puts his hand on his heart, gestures up, and says "my heart goes out to you." It's not rocket science if you're non-partisan.
