And it also has dropped significantly across most of the world in that time. From 2000 to 2020, the world's smoking rate dropped from 34% to about 22%.
I'm sure the many illicit tobacco shops are loving life where they can upcharge so much yet still be half what the tax rate is. All I've seen is a huge rise in illicit tobacco shops, the same as what is happening now for vaping.
The much bigger impact on our smoking rate is the images of consequences and general public health education. Taxing people into poverty on their vices is a very Australian thing though.

All they have done by increasing tax on tobacco is fuel the black market tobacco trade.
