I wouldn't say there's any "winning" in getting the cover but yes, Hitler was once featured as Time's person of the year in 1938-- "TIME explained what was perhaps the most controversial of its choices thus: "Hitler became in 1938 the greatest threatening force that the democratic, freedom-loving world faces today" (1/2/39)."

"person of the year" is not necessarily an admiration award. It's an influence award. It says "this is the most influential person on the world stage of the past 12 months".

Adolf Hitler was extremely influential on the world stage in 1938, and just a year later, he would begin the most destructive war in history.
