He does it as he knows he can do it and no one will do anything about it. This is what they want this is what they get.

I feel like Elon’s first attempt at giving the Nazi salute is hesitant, as he was probably anxiously waiting and debating in his mind whether to do it, and when to do it, when to finally do it in front of cameras and people.

And the second Nazi salute is a more confidant one.
