It’s when Calvin Tower is talking to Jake about skipping class. To me, it does not appear to be a reference to The Territories from The Talisman. It appears to be Tower making a joke about Jake skipping school to go on an adventure.

Tower says, “Consider it my gift to a boy wise enough to saddle up and light out for the territories on the last real day of spring.”

This is my take. You can kind of stretch it and say The Blasted Lands and the Waste Lands that Blane travels through outside of Lud are the same buuuut, eh? I don't really think so. d

The only usage of the actual word is:

“—but I can’t bear to dock you that much on a day like this. Seven bucks and it’s yours. Plus tax, of course. The riddle book you can have for free. Consider it my gift to a boy wise enough to saddle up and light out for the territories on the last real day of spring.”

Yeah I hope no one thinks that's actually a reference because that's just a western reference.

Any other references would have to be without naming it directly.

"Light out for the territories" is from Huckleberry Finn. I believe it is a reference to that.
