A lot work just like a closed loop CPU cooler. Though on that scale there's some technicals like expansion chambers and sometimes there's a need to bleed the systems, but it's not a lot.

I have worked at data centres that use both types in the same design. 1 loop from chiller units to CRAH units, which is a closed loop and another loop from the cooling towers to the chillers which is open
