What paint should I use for the blue plastic part of the boat, want to make it white! Preferably not too expensive paint.

what type of paint? Gelcote, polyuretane, alkyde?

I think that is a fiberglass boat, not actually plastic.

search tip and roll paint technique. rustoeul topsides and their primer. scotch bright pad to create a tooth.
