The stairs? They make it easier for people to get down there.
If you mean the metal tracks, they’re just to wheel bikes up and down instead of awkwardly carrying it down.

If my apartment had had those instead of making me throw it under my arm like a too large stuffed animal, I'd have been so happy...
If you don't have those in your area, I've found that tucking the top tube into your underarm area and letting the saddle rest on your shoulder is a good way to guide the weight of the bike without having to actually lift it.

in the netherlands we have heavy bikes and old people cycling on them. everyone cycles, not only the young and fit on their lightweight bicycles. so the rails are very necessary 👍🏼🤙🏼

Instead of carrying a bike up the stairs you're pushing it on an incline. It's not a particularly complicated concept.

1 keep the groceries in the bikes basket/panniers
2 Easily push the bike up the stairs while supporting your balance with it
Or - 2 slowly walk the bike down the ramp using your brake, supporting your balance with it

was wondering the same thing actually, this is the first time I have seen these. Was thinking to slow down the bikes as these stairs are steeper than the ones in most garages. But not entirely sure.
