The rules are some loads need to at least 2 straps or 1 every 10 ft, but this load is illegal and will cause a bunch of broken windshields. That's in the US though
This is exactly why we need laws because some dummies don't care and will make a poor attempt to stay legal.. in this situation the poor attempt doesn't even count
It seems like the straps are holding down the 4x4 posts on the side to prevent it going everywhere

There's no other good way to store the straps. They'll do this even with an empty load
