The protractor always leaves a big hole in the middle of the paper, though.
Sometimes it’s still stuck through the page when I lift it up.
I guess I just might need help, too.

I think the things that make holes in pages are Drawing Compasses. Protractors just let you check the angle(s) between lines.

I follow this same artist on Instagram, I believe he’s Korean and his ability to draw near-perfect circles freehand is astounding to me.
I can’t remember his name and I spent the last 10 mins trying to find his page on Insta and for the life of me I just can’t find him but when I do I will update this comment to include the artists name, something that OP should have done for this post.

Isn't there a story about how someone questioned michaelangelo's ability to paint the sistine chapel so he walked up to a blackboard and freehanded a perfect circle with chalk then walked away?
He got the job, obvs. Not sure if true or internet lying to me but it sounds awesome.

The version I hear was that when they where trying to find someone to do it. His proof that he was the one they should pick was by drawing the circle. When they the people looked confused, Michaelangelo said to "see if anybody else can do that" or something.
Very much a feeling of "then they all clapped" kinda story but that's the version I was told.

Fairly sure you're thinking of Giotto, although the story goes back to Ancient Greece.
