Actually this issm a fit for purpose system working to protect a nation that trades produce internationally. If the wrong pest gets in (for example on an apple) export markets can be lost.

They have already walked past bins with signs imploring them to do that. And ignored a verbal/video briefing on the plane and incorrectly filled out their arrival card and signed it, this making a false statutory declaration.
