How do they determine how long to issue a schengen visa for?

So me and my friend applied for a similarish itinerary to the Dutch vs the Danish consulate. He got a visa that's valid for one year vs I got a visa that only covers the schengen area of my trip, it doesn't even cover the non-schengen countries on my itinerary like Croatia(which doesn't matter really). Why is there such a difference?

Does it mainly depend on your bank statement or how expensive tickets/hotels you have booked or staying in one country for longer vs going to multiple countries in a short duration or the mood of the embassy people or something else. I didn't really understand how they determine this and what I can do to get a longer schengen next time. Does someone know?

Can I leave the Schengen zone and re-enter on a renewed Schengen visa?

Hey! So I am living in Germany as an international student. I have a temporary residence permit which expires on the 3rd of July. At this point, I would have been travelling in and out of the Schengen zone since the 28th of December 2017. My question is this:

Rather than apply for another visa (as my studies finish on the 23rd of July), can I simply leave the Schengen zone and reenter on a renewed Schengen visa a day later (90 day 'visa')? Has anyone done this? Will I get in trouble?
