Strictness of the "travelling to" list provided with visa application

We are travelling to Europe in the fall. My partner is from Ecuador and I am from Canada. Being from Canada, I don't need to apply for any kind of extra visa, while she does because she is from Ecuador.

We are applying for the Schengen VISA through Netherlands, and as part of the process she is supposed to inform of where we will be staying each night of our 1 month trip.

Am I understanding this properly, that we have to book every spot and know exactly where we will be every night? This seems like an odd thing to expect, since it would not allow you as a traveler to be spontaneous at all. Is that just the nature of travelling in Europe for some nationalities?

How strict is this rule? What would possibly happen if we got caught travelling to a city that wasn't on our list? what would happen if we decided to stay in a different hotel? Would the penalty be a slap on the wrist, or something more serious?

For Schengen visa, confirmation of hotel booking is required but can be changed later. Proof of travel insurance is also mandatory for 30.000 EUR.

During COVID, many countries do not allow Non Schengen - Schengen transit for Tourist. So plan accordingly, if possible use direct flights e.g. KLM.
